What is "PAPS" in trucking?
PAPS (Pre-Arrival Processing System) is the US Customs and Border Protection (CBP) pre-clearance program for commercial truck shipments entering the United States. The PAPS barcode — the carrier's SCAC plus a unique shipment number — is what the licensed US customs broker uses to pre-file an entry with CBP before the truck reaches the southbound border. PAPS pairs with the ACE eManifest exactly the way PARS pairs with ACI on the Canadian side: ACE declares the truck's arrival; PAPS identifies the specific shipment so CBP can risk-score and pre-release it. A clean PAPS + ACE crossing takes minutes. A bad one buries the load in secondary for half a shift.
